These anchored ships are waiting for a cheaper "slot" to enter the Panama Canal (Pacific side) -- there were other ships waiting which are not in the photo. It cost our cruise ship at least $250,000 to transit the canal. Panama City in background, left side. At least 28 high rises had building cranes on top, or were otherwise obviously under construction.
